The following requisition lines can't be canceled due to Purchase Order

We are trying to cancel a Requisition and received the following error:

"You don't have permission to cancel the purchase order."

The Purchase Order was in cancelled status when we first this received this error. We then tried to "Finally Closed" the Purchase Order and tried again and still received the same error message while trying to cancel the Requisition.
