Easier to understand maintenance information in Cloud Console and e-mail notifications

The Cloud Console allows us to view details of what was applied during maintenance, but the details are difficult to decipher in comparison to the e-mails we received when on the Classic Cloud Console. New Cloud Console shows a description and artifact column, and they both show the same information but not in layman's terms.

The New Cloud Console e-mail details are also sparse in comparison to the details provided on Classic Cloud Console e-mails.
