Why can I not see my Plant in Resource Rates?

When trying to create a Resource Rate, my Plant (Organization) is not available.

I am trying to create a Maintenance Resource Rate for 2 new Organizations. Here are the steps I have taken:

1. I created 2 new Inventory Organizations and enabled them for Maintenance
2. I created a Resource in the 2 new Organizations and enabled it for costing.
3. I created the Cost Scenarios and left them unpublished.
4. I used the Action dropdown to navigate to Resource Rates and clicked the + icon to create a new rate.
5. I clicked the Plant dropdown and searched for my new Organization and it was not in the list.
