Design-Time formatting on forms in Smart View

Summary:

I'm testing out the new design-time formatting functionality in Planning. I applied a metadata format, and it works fine in the browser. However, I can't figure out how to activate it in Smart View. I do have 24.200, so that's not the issue. The instructions say:

1. Open a form in Forms 2.0 (or in Smart View 24.200).
2. Click the style icon on the quick toolbar that is displayed above the form, and select one of the following style options:

That style icon shows up in a browser (it's between the form name and the POV), but not in Smart View. Nor can I see it anywhere in the Smart View Options.
