How recorded attempts works with unscored scorm content

Hello, I am trying to understand how recoreded attemps is working for unscored scorm content.
From the learning guide :
This “not available” confuses me, because the field is available and it affects the behaviour. In this case - simple attempts give as a result "Not passed" without being able to repeat, Unlimited - allow to resume with the status "In progress". Is this a standard behaviour?
