reassign purchaing document

Summary:

we would like to understand if the buyer change will include close PO or only open PO. Also whether the buyer change will initiate the change order in the PO. There are many flexibility in the same program in the EBS like Document number, date criterial, whether to include close PO etc. Do we have the same kind of flexibility in cloud or any plan of adding those flexibility. If not please suggest if there is any way to acheive them.
