Hold does not stop Pause task

Requirement is only when the Hold is released, the pause should be released.

I am creating an order through integration. As soon as order is placed, a payment Hold is Applied. It gets released only when Payment is captured.

The order orchestration has Pause as the 1st step. Pause gets released after an hour. Requirement is only when the Hold is released, the pause should be released. But currently, even if there is hold, after 1 hour Pause gets released.

Is it that Hold cannot stop Pause task? Or how can we achieve the requirement?
