Create Work Relationship autocomplete rule not working as expected

We are getting an issue in an approved auto complete rule, which is not working.
We are trying to configure the auto complete rule in lower environment to test the same however, it is not working.

The auto complete rule request is- While trying to create a new work relationship, if the users are not using the set Payroll start dates, system should throw an error to change the date.

Successful Scenario:

Go to My Client Groups ← Create Work Relationship ← Search for an employee to create Work Relationship on ← In field- "When is the work relationship start date?", enter a date other than the payroll start date set up in the system ← Enter the Legal Employer ← Select the action- Add Employee Work Relationship or Add Contingent Work Relationship which have been enabled in the Auto complete rule ← Click on Continue ← The users are unable to move to the next page and are getting the error which has been setup in the Auto complete rule.
