Failed transaction that won't clear

We have a failed termination transaction from 10/23/2023 that we can't clear with the normal Terminate Process button. A screenshot has been attached showing the issue. The current thinking is that it's because the transaction was archived. If that's the case, is there a way to retrieve archived transactions? Is there a way to clear this type of transaction? A data load was attempted since data corruption was identified, but this issue still persists after that effort.
