Creation of labor resource & assignment to a project task

Summary:

We're looking to create labor resources and assign them to the project tasks.

Currently, we can browse the existing resources (in the SaaS application) and create one if required. 

But in this scenarios, we get the resource name from the partner system. The requirement is to check if that exists in the system. If not, create one and then assign it to the task.  Oracle documentation doesn't list any such REST API to create one. Instead, it has the API to only GET. We couldn't get any such similar resources for SOAP / FBDI.
