Project Contract Prepayment Application Invoicing with Third Party Tax

We are attempting to test the new feature for Project Contract Prepayment Billing outlined below:

We have completed all of the setup and have the Prepayment Request imported to AR. However, when we go to import the Prepayment Application to AR, we are receiving this error message:

"Prepayment Applications cannot be created through Invoice Import when Partner Tax is subscribed. Please Apply Prepayment from UI."

I do not see anywhere that says we can't use this feature if we have third-party tax enabled. Is this expected? Has anyone else had this issue?
