Is it fine to only click Save in Purchasing Approval setup and not yet Deploy?

Summary:

Hi Oracle experts, We have a complex new additional approval rules to deploy in production, however, it cannot be done in just a day. Can we only click "Save" button and only click the Deploy after the approval rules setup is completed?

The approval rules that we need to configure has a lot of rules and cannot be complete in just a day. If clicking only "Save" button and we will only Deploy the setup after all the rules are completed, will it not affect the current approval rules and will it still be followed even if in the setup, we have clicked "Save" only?
