User shouldn't be able to submit contract unless it's locked Contract Terms Tab

Summary:

We have requirements that Users shouldn't be able to submit contract unless it's locked in Contract Terms Tab, we tried using Sandbox to make "Submit for approval" invisible if filed "Lock Contract Terms" null. but there is no expression builder those sections are not related so not getting the locked user or status inside the icon section.
