Approvals for documents records go to previous employer

Summary:

We have the document types for a customer at person level. The approvals are in turn routed on an assignment basis. Now we have the case that an employee has changed from one legal employer to another. The new legal employer has uploaded a document to document records and this is now with the HR staff of the previous legal employer for approval. Do you have any idea how we can solve this?
