Employee Location not visible in custom report output for certain users

Summary:

We have created a program that extracts all the posted journals for a set of accounts. In our implementation, Employees are stored as parties for making payments to their expenses. When run, one of the fields in the report, LOCATION, returns no data for one set of users while displaying data for another set of users. The column is expected to display location value of the supplier/employee (employees are not stored as suppliers in our implementation). It displays Supplier location for all users but displays employee location only for a set of users showing blank for others.
