once login into fusion apps, as a welcome note, GOOD AFTERNOON, SCM IMPL like message will display right?

here as per the "Manage person name formats", "Manage person name styles" setups, it should display as below order last name, first name. For the English its displaying as expected only, in case of Japanese its displaying First name and last name. which is reverse Order.

Business wants Username should be displayed "LAST NAME space FIRST NAME" as welcome note once login into Fusion Apps for JAPANESE version as well.
