Send notification to budget approver, in case, if their is funding shortage - Budgetary Control

Hi Experts,

We have a requirement to send the notification to budget approver, in case, their is shortage of funds to create purchase orders for project.

Business always use "Absolute" Control level,

  1. Using BPM, can we setup notifications for budgetary control, if yes, please let know, how to setup ?
  2. If not, is their any report we can use and send to budget approver - by using BI Publisher.

Please advice.
