OTL - Multi attribute time field migration

Summary:

we have a multi attribute time card field with different HCM group is added each row, it includes more than 35 rows. when i am trying to migrate it through package import failed, error out and through CSV file migration it's gone to warning status, and found only 5 of them migrated and all 5 HCM groups is attached to all 5 rows which is incorrect.

Is this a existing bug? any solution we have for such a high number of multi attribute field migration with different HCM group attached? It's real pain to do this activity manually each time in higher instance
