how to give the access for employee to edit the DOR before approve it

Summary:

there is an employee he have only Employee role, he is the only approval for specific document type.

our customer want us to give him the permission to edit the document from edit button that shown on the approval page.

does anyone know the privilege to give him the access to do this?
