Cost Scenario must Include All Items

Every month we update raw material prices. We create a new cost scenario and upload new material prices. After the upload the cost roll up is started. The issue is, that this new scenario only contains the impacted items. All items which are not changed are not included.

We always want to have all items included. Please suggest how to enable this.
