Second Level Manager approval process

Quick question, do you think these requirements are possible?

1-Level Approval Flow:
When it applies: The line manager's manager is from a different country (outside Philippines).
Process: Employee enters absence -> Line Manager approves -> END

2-Level Approval Flow:
When it applies: The line manager's manager is from the same country (Philippines).
Process: Employee enters absence -> Line Manager approves -> 2nd Level Manager approves -> END

Current flow is that it approval will go to the 2nd level manager after the line manager approves the absence.
Client wants to filter the approval to 1 level only if the 2nd level is from another country
