Unable to make 'Comment' field mandatory in Credit case folder

HI all. I am trying to make 'Comment' field mandatory while approving the Credit case folder. It shows * sign as well after enabling the check box 'Show as required' through form personalization but even then, system let me approve and close this pop-up without any value in 'Comment' field. How to resolve it.
