The "Reviewer" Butten for cycle count sequences approvals can be an employee who has been terminated

Summary:

The names of terminated employees can be entered in the "Reviewed By" field line each line of the "Approve Count Sequences" screen. We want to eliminate this option for terminated employees and employees outside of the assigned org to approve counts.
