Why does add contact terms pop up page not appearing when clicking add Contract terms?

Summary:

While creating a contract, on the Contract terms tab clicked the Add contract terms button but the Add contract terms pop up page is not appearing and it was just loading for a very long time. Other contracts work just fine.
