How can i generate a email template to send email notification integration at runtime

I want to send an email like below with integration where the data will grow in table and also the note based on the criteria, how to generate such kind of email template using html content in Oracle integration, i'm unable to think of solution please help me. in notification action i could see it supports html but it is statically types, i dont see option to generate at runtime dynamically.
