Breakdown of Inventory ATR and ATT

Experts:
Trying to tie the breakdown of onhand, allocated, reserved to find the remaining available to reserve.
In inventory management, where to find lot allocated to SO (picked)?
What is the logic behind ATR calculation? It does not seem to match the below:
"Receipt" minus "Issue" minus "staged" minus "Reserved"
weird ATR shows zero when the above calculation is certainly positive and some left.

Is ATR zero because it does not account for partial shipment allowed in SO line?
Any details or breakdown of end-point/REST API calculation of ATT and ATR is appreciated.
