Available Tools for uploading PR lines in bulk by the end users?

Summary

business users create PRs and POs with thousand of lines they can't enter all line details manually they need to upload these lines to the PR/PO from excel sheet instead of entering line by line again into the system .

Also we presented both tools FBDI and VBCS but both of these tools not accepted because they need more functionality and awareness.
