Is there any system control condition for the purchase agreement action?

Hi,

Is there any way to add control condition for the purchase agreement status action in system? As you could see in below screenshot, the purchase agreement was canceled even though it had released amount in this agreement, so we want to ask if there any way to control not allowed to cancel the purchase agreement when it released amount in agreement?
