Incorrect access override with multiple roles for the user

Incorrect access override with multiple roles for the user
Content (please ensure you mask any confidential information):
Hi Team,
Greetings!
We have multiple roles in use , right from employee role to line manager role to further roles like Division HR , HR Specialist ,HR Super User, etc.
We have observed that if a person holds more than one role, for example, if an employee has both the Line Manager role and the Division HR role, the lower role appears to override the higher role (which is inverse of the expected behavior)
We would like to understand what is driving this functionality, leading to one role overriding another.
