What is the difference between Enterprise Set and Common set?

Dear All,

I implemented my setups based on the enterprise set. Now, am trying to create the cost component mapping, but I can't find the enterprise set.

In my scenario, I have multiple cost orgs and multiple cost books. Is it preferable in this case to use the enterprise or common from the beginning?
