Offering Learning Record HDL error

Some Learning Records were deleted by mistake, and we're trying to reload the Offering Learning Records as new via HDL with an 'Active' status (with different Assignment Record Numbers). However, we have been receiving this particular error:
"An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: JBO-Endated Course or Offering LearningRecord is already available in system. Cannot create Offering LearningR"

We checked both Course and Offering Learning Item in the back-end, and they're both not end-dated (publish and effective dates). We have also checked the Learning Records that were deleted, but nothing seems out of the ordinary. What could be the cause of this error?
