Implement Oracle SCM Inventory Management standalone first then add Costing and Financials?

Is it possible to implement Oracle SCM Inventory Management first as a standalone module without Costing or Financials and then at a later date activate Costing and Financials ?

At the moment we have 2 Business Units, with 2 Ledgers, for 2 Legal Entities using SCM including Inventory, Manufacturing, and Costing (around 100 inventory orgs). We have a 3rd legal entity which will possibly use Fusion SCM but they need to know if it is possible to use the SCM inventory as a standalone module first without implementing Costing or Financials. If yes, is it possible at a later date to implement Costing and Financials?
