How to make page customization to make the Sales and Services Access Management work area read-only?

Summary:

The requirement is to hide any create, edit or delete related buttons which is present in the Sales and Services Access Management related work area for users having the IT Security Inquiry role, so that they can have read-only access for that work area. While editing the page for Sales and Services Access Management work area under Tools section, I am not being able to define EL Expressions when editing the page (using the Page Composer) as the 'Edit Component' is greyed out.
