DM: User can't see note in Manage Note. Is HCM needed for users to enter and manage notes?

Company is using Oracle EBS and Oracle Fusion Supply Planning and Demand Management. They do not have Oracle Fusion HCM.

Issue: User is entering notes in Demand Plan tables. When they go back to check out in "manage notes" the same table, cell, hierarchy levels they entered the note; the note is not visible in the "Manage Notes" table.

Do we need to run the following HCM programs in order for users to manage notes in plans?
