Settings or options which impact how Exchange Rate Variances are generated for Payables

We are having an issue when interfacing lines to projects since our client has a really large volume of operations, since all assets are capitalized through projects and most transactions are created in foreign currencies, this will always result in two lines that need to be capitalized when an exchange rate variance is created in AP, essentially duplicating all work.

We are using the Accrual at Period end option from purchasing and Exchange Rate Variances are generated when there is a different Receipt date from that of the Invoice date.

How could these variances be excluded to only generate 1 line for the total cost of the invoice without generating an exchange rate variance line? Are there any settings that control how this could be avoided all together so that the only line that is generated for the invoice corresponds to the total amount which includes this variance?
