19c ATP Always Free Database Won't Start

Summary:

I have a 19c Always Free ATP database that won't start. It was running until recently and if I look at the error messages in the work request to start the ATP, I see this:

The Autonomous Database operation failed due to an unknown error.Refer to JobId 40203dc6-684c-44c2-85ab-eda2e9b16baf and WorkRequestId 097cf93a-4974-414b-a8ed-1a991fe32251 when opening a Service Request at My Oracle Support.

Given I can't raise an SR with always free, how can I get this stated?
