Need to create custom 'Receipt Accounting' role not incurring license cost

Receipt Accounting is located under the Supply Chain Icon. Customer wants only to see 'Receipt Accounting' and perform action in that not incurring license cost. Is it possible to allow a user access to Receipt Accounting without SCM license ?

Any help in this area is highly appreciated.
