How to partially complete work order in Discrete Manufacturing

We use discrete manufacturing to produce satellites, with work orders created for a batch quantity, such as 6 units per order. The manufacturing process is serialized, and during the execution of the first operation, only 2 units are completed. The manufacturing engineer wants to proceed with the next operation for the 2 completed units, but the system does not allow the subsequent operation to be executed unless all units in the current operation are either completed or rejected.

How to execute all the operations for the 2 completed units while deferring the remaining units to be processed later when the necessary materials become available.
