Recruiting - Collect Feedback - Request Rating from Respondent

Within Oracle Recruiting Cloud, when a recruiter initiates the "Collect Feedback" action for a given candidate application, the system provides a checkbox called "Request Rating from Respondent". I have 2 questions about the use of this "Rating" section.

Question#1: how can we make the checkbox field default to checked "on" so that all "Collect Feedback" requests have this Rating section added to the questionnaire? Right now the recruiters or hiring managers have to remember to click it "on" each and every time.

Question #2: When this checkbox is clicked "on", a Rating section is added to the bottom of the questionnaire with a 5-star widget used to collect the users overall rating; however, the user is able to submit their feedback WITHOUT entering a value in the 5-star widget. How can we make this 5-star widget a required field?
