error while creating project

Summary:

We are not able to create new project with one of the new department (15141)The department is correctly classified as project and task owning organization and is also present in the organization tree in the correct hierarchy, this department is not available in the list of values for the owning org also when we are trying to create project using REST API we are getting error of invalid organization.

We have loaded department using HDL.

But Oracle saying As per the standard functionality department those created through HDL, with those departments we can't create project(

Project Organization using FBL or Human Data Loader (HDL) is not supported functionality).
