Getting a system fault encountered in Human Workflow

I am consistently getting system fault encountered in Human Workflow error when trying to change the department for a person. I was able to successfully use that same department on a transaction for another person. I've tried to recover the transaction multiple times and it continues to error. What's another option to make this transaction work.
