Redwood Change Assignment stucks in when and why for contingent worker

Summary:

Under Redwood page Change assignment for contingent workers who has only primary assignment When and Why page stuck in loading.

We can repeat it with different users, and also in different environments. Issue is on 24C and also on 24D. For Contingent workers with assignment numbers ends with -2, -3.. loads without error.
