create LCM custom rule and found the user has enterprise function with setup and maintenance action

there is a requirement to create LCM custom rule containing Manage trade Operation only. when i copied and create the custom rule from oracle standard rule ( cost management ) i found the rule is working fine but more tasks and he can see the below
