In BI Publisher scheduled report how to disallow using Email Destination while retaining bursting

Summary:

Can BI Publisher scheduled reports be setup to disallow using Email Destination (either enterprise wise or certain user roles) while at the same time retaining sending mail with the bursting option and also sending scheduled report Notifications with links to the report on the event of "Report completed".

Up until recently there was a policy in place to restrict sending BI-Reports only to the "customer domain" mail addresses.Oracle Recruiting Cloud (ORC) makes it necessary now to send messages to outside of the customer domain using BI Publisher bursting.

Is there a way to configure to have the option of "Add Destination":"Email" (see first screenshot) removed enterprise wide - or only enabled for certain restricted user roles without impacting the BI-bursting functionality?
