Custom 2 Dimension Security not working in the reports

Summary:

We enabled security for the Custom 2 Dimension and have two childrens under Custom 2 parent. Assigned User 1 to children 1 & User 2 to Children 2. But User 1 is able to see Children 2 member in the reports. Security is working the smartView or Dataform but its not working in the reports. Any suggestion.
