Asset Transfer Approvals - Asset transfer approval is based on the cost center managers.

Summary:

Asset transfer between cost centers is functioning, but while the source cost center manager is receiving the approval notification, the target cost center manager is not. The requirement is that the target cost center manager must approve the transfer before the transaction can proceed. We have defined all the approval rules for transfers in the Asset Transaction Approval Basic Template spreadsheet and uploaded it successfully, yet asset transfer is still not working. Please advise.
