How to have a custom Fulfillment Status for transfer orders

Summary:

We would want a custom fulfillment status for transfer orders. Based on this status, the shipment should be decided. As long as the Transfer Order is in the Custom fulfillment status, the transfer order should not be shipped/received.

To be precise, whenever a transfer order is created or interfaced, the status of the fulfillment status should be the custom status that we created. Once we get an approval from the boundary system, only then the fulfillment status should be updated to "Awaiting Fulfillment" which is a seeded status
