"Apply Name Formats for Person Names" process Blocked

Summary:

We have made an update to "Display Name" and are trying to run this process to have changes reflect for users. We tested and everything went ok in Dev environments, but when trying to run the process in Production, the status is "Blocked" every time. I tested with a test users with just two roles in a Dev, worked fine, and then as myself in Production, with the same two roles, plus a lot of additional high level access, and am still blocked every time. Is there another setting or option somewhere that could be causing this?
