Password Expired Notifications not being consistently set out

Summary:

We have setup password expiration for 90 days. We see the notifications come thru the Bell Icon in the days leading up to the expiration, but when it fully expires, no email is being sent to user. They find out when their login does not work.

Currently - Bell Icon notifications are a lot. To find or even see the notification, user would have to go and check, and they could be buried due to workflow approvals etc.

How do we have or ensure the email to be sent to users at time of expiration? The Password Expiry report process is run nightly.
