Who can reassign requisition lines in Process Requisition Lines page?

Is there any limitations to the reassign button on the Process Requisition Lines page? Which roles does a user need to have in order to have access to this action? Do they need to be the buyer assigned to the requisition? Or as long as they can view the requisition they can reassign it? Per the users sometimes they cannot see the reassign button.
